    Is there any area of governance in San Fran that is done in a responsible and competent manner?

    "District officials and parents said the school's gifted students deserved state-of-the-art performance spaces -- art studios with natural light, quiet theaters to screen films and dance studios for ballerinas.

    Voters passed two bond measures to pay for the project, but the district's lofty goals, including raising additional private money to complete the financing, have run into the recession.

    Today, the Ruth Asawa San Francisco School of the Arts still languishes in a largely windowless facility in Diamond Heights. The new project is $100 million underfinanced. The 620 or so students make do, gathering for jazz band practice in the cafeteria and riding the bus downtown to practice in dance studios."

    The bigger question is why the smartest people in the State accept the incompetence and corruption of the schools district and city?

    "The district cannot sell the $30 million in bonds that voters approved until the scope of the project is defined and more construction financing is secured, district officials said. Project supporters have failed to raise any additional money through private donations, a requirement under the 2003 bond." Seven years and still NO reason for the bonds? Cancel the bonds.

    In the end, it is the kids and families that lose--that is why there are so few families and children in San Fran.
