Only government could approve the sell of something that does not exist and claim it is a good thing.
Scam artists for years have been doing this and when caught, go to prison.
"After a personal plea from Gov. Arnold Schwarzenegger and more than six hours of testimony from environmentalists and business groups tonight, state pollution regulators approved sweeping rules aimed at reducing greenhouse gases in California and controlling climate change.
The 9-1 vote by the Air Resources Board now places California – with an economy roughly the size of Italy – alongside a host of nations that have enacted a market-based system to reduce carbon dioxide in the atmosphere.
"I want to show California that we can protect both the economy and the environment. And of course it’s a challenge to do that, there’s no two ways about that, but where there’s a will, there’s a way," Schwarzenegger told board members in a surprise visit before the vote."
This will costs California businesses billions--money that goes to government, while thousands lose their jobs. And the value of California products will also be the loser.
"Some business owners and other critics of the plan said they were concerned about the impact of the new regulations on low-income and minority communities.
"If the state's purpose is to impose these costs, the value of my vehicles will go down. My inventory will be worth less, too," said Juan Carlos De La Cruz, a car dealer in Los Angeles who spoke before the board. "On the west side they will be able to afford new cars. But in my neighborhood, people can't afford new cars or higher gas prices. They can't even afford the bus these days."
