While California farmers are getting about 25% of the water they need, money is going to protect salmon, while the water is being held for the delta smelt and other fish.
"Juvenile salmon, not yet wise to the ways of crafty humans, would be turned back from the danger of being sucked into the state’s vast Delta water system with a new “screen” in the water, the Department of Water Resources says.
The barrier would be a curtain of bubbles, illuminated much like an underwater disco with strobe lights and noise."
Of course you will note that the cost is not mentioned. Who cares, it is just your money and water--government prefers you not to know.
