Jaywalking has become a revenue center for the City of Los Angeles. The city is over $400 million in deficit and this looks like a good way to raise money. Jaywalking is a $191 ticket.

"The ticket for an expired meter in Los Angeles jumped from $40 in 2008 to about $50 last year, and "fix-it" tickets for minor moving violations such as broken tail lights more than doubled."
LA looks like a city to avoid if possible--Mayor Phony Tony needs the money, regardless of how he gets it.
