Sacramento's Law and Legislation Committee is considering supporting a proposed state bill that would give neighborhoods greater say in the placement of alcohol and drug-abuse treatment facilities.
The committee will vote Tuesday on whether to support AB 1284, authored by Assemblyman Jared Huffman, D-San Rafael.
The bill would require communities to be notified if a license application is filed for a new treatment facility within 300 feet of another facility. It also would give cities and neighborhoods recourse to object to license applications issued by the state.
According to a city staff report, operators are permitted to open several treatment facilities within a neighborhood, "effectively creating a campus or compound of units."
"Local communities deserve a say in the licensing process for clusters of residential alcohol and drug-treatment facilities in their neighborhoods, particularly when these clusterings would create unsafe living conditions," wrote Councilwoman Sandy Sheedy, the committee's chair.
