These two were sent over to do something to me, but I believe they got discouraged when they saw that I had a second camera. I pointed that right at them in widescreen while I continued to use my hand held.

Today, I followed a car, a Lexus mind you, that picked up 3 DL's. The driver took them to a TARGET store, where they disappeared inside. I'm guessing they were working for some outside vendor or contractor working on the store. After I couldn't locate them, I found the stores security person and let him review the video clips. I don't know what will happen, but I intend to follow up with an Email to the store manager tomorrow. I also left our flier on the door handle of the Lexus
I will get the videos posted tomorrow.
My next students were a husband and wife I believe. they had the DL's follow them to the U-Haul dealership a couple miles away, where I ended up having a fairly level headed discussion with them as the DL's used their cell phones to take pictures of the truck and the license plate. Hopefully, the couple sent them away so there will be no reward for loitering in the neighborhood.
This type of activism feels good folks. I get to see the end results of DL hires and I'm expecting that someday in the not too distant future I may follow some employer to the Taj Majal of work sites for DL's. The Mayors house maybe? Wouldn't that be upsetting ?

This is documentation of two guys in a mini van who hired DL's and had them follow to this building:
DL's tried sideswipe me as they followed their employer, but I pressed on. The jobsite ended up being a medical building in campus commons area. that area is anything but common. I'd like to live there. Without the DL's and their employers that is. Towards the end, the van driver came over and tried to block me in, but I just introduced myself

On the way to the jobsite, I contacted the company about this truck

This is the area of the jobsite. Nice, secure, gated enclave of unsuspecting residents. This area is just a few blocks from Supervisor Jimmie Yee's home.....again!

Today, I followed a van with a plumbing contractors license number and name on it after he picked up some help at the Sac DLC. One of the hazards of tailing marks like this is that they often take their employees on tour with them as they do other chores like go to the bank, etc..
this guy went east and then north to get fuel; Then we went to Home Depot for parts; then south and east where i lost him twice. Turns out he was lost looking for his customer. he doubled back, and i thought he was trying to lose me as I followed him through a Kmart parking lot. then, I lost him again. all was not lost though. I had his name, license number, and telephone from the side and back of his truck.
So, today, i gave him a call. I introduced myself and we had a short discussion about the effects of people hiring illegally. I reminded him that the CSLB website lists him as exempt from workers comp because he claims no employees. He gave me the usual story that most of them do: It was my first time, and I only needed one person for one day....etc. but in the end, he agreed not to come back. some folks need the locks pointed out to them. you know......locks are just there to keep the honest man honest. Here, the laws are there to keep the honest man honest. The real thieves and cheats blow right through locks and laws even when they are pointed out to them
I think this one was an honest man. just needed the lock pointed out.
Anyone like to guess how many honest men don't end up getting their pictures and names up on this website?

Enforcement works! And I might add that it works on other than federal level. Just this one fraudulent employer getting busted is going to limit the amount of day laborers loitering on MLK and 47th. As more advertisement gets out about this and how the state has gotten some leads from unlicensed, uninsured businesses operating in this area, it will become a place for fraudulent employers to avoid.

Among those targeted in the sting, Villa posted bail after being booked into Sacramento County jail along with Elver Chili Martin, 30, of Sacramento. Authorities allege that Martin has a history of hiring day laborers in Sacramento for 12 to 14 hours a day and not paying them.

Mares said authorities booked Martin for not having proper identification. Other alleged violations include illegal advertising and lack of workers' compensation insurance. Martin's car was also towed

Illegal Operators Rounded Up in
Rancho Cordova Sting by Contractors State License Board

Local man could face felony charges for contracting in emergency zone
SACRAMENTO —- A man suspected of ripping off day laborers, and a contractor with a suspended license, who was the target of financial abuse complaints, were among those nabbed by the Contractors State License Board (CSLB) in a sting operation on Wednesday. Members of CSLB’s Statewide Investigative Fraud Team (SWIFT) posed as homeowners during the daylong operation at a storm damaged condominium. They worked closely with the Rancho Cordova Building Department and the Rancho Cordova Police Department to go after blatant abusers.
The SWIFT team received bids from the suspects on projects at the sting house that included landscaping, painting, concrete and fencing. When the bids went over $500 on a job, the men were cited. California law requires a state contractor’s license for home improvement jobs that are valued at $500 or more in supplies and labor.
“The suspects who get caught in the Board’s sting operations usually have other legal problems.” said CSLB Registrar Steve Sands. “Homeowners are taking big risks when they use unlicensed people for work on their property. This latest operation emphasizes the fact that it pays to be cautious about who you hire.”
Investigators received tips that Michael Villa, a suspended contractor was financially abusing homeowners in Rancho Cordova. He bid on a storm damaged roof, in a declared State of Emergency zone, which made him eligible for felony charges under state law. He also got a $5,000 administrative citation. Another suspect, Elver Chili Martin, has been under investigation for months. He would allegedly pick up day laborers, and work them for as many as 12 to 14 hour days without pay. He was booked for not having proper identification, had his car towed, and could face additional legal problems along with civil penalties of $15,000.
The remaining suspects bid on regular home improvement projects and were charged with contracting without a license and illegal advertising. These are usually misdemeanor charges and carry a potential sentence of up to six months in jail and/or a $500 fine. The penalties go up with each conviction.
“We take a proactive approach to improve the safety and security of our residents in Rancho Cordova. That’s why we were so pleased to cooperate so closely with the CSLB to apprehend unsavory workers,” said Tom Trimberger, Chief Building Official for Rancho Cordova. “We will continue to work with the CSLB to ensure that these illegal business practices are actively discouraged in Rancho Cordova.”
Unlicensed operators are part of a multi-billion dollar underground economy that takes jobs away from legitimate contractors, and tax dollars from schools, roads and law enforcement. Illegal operators rarely have workers’ compensation or liability insurance. Homeowners have little recourse if something goes wrong with an unlicensed operator.
The people who were issued citations are scheduled to appear in Sacramento County Superior Court on March 26.
