In a compound on Afghanistan's southeastern mountains sits a man who has cultivated a reputation of generosity in a place where villagers get by on very little. Abdul Samat Durrani is the governor of Kandahar province's Maruf district - a district that has no paved roads, no clinics or hospitals and very little water for area farmers.
